I have a USB Dongle CC2531, I want to use it on Windows Computer for connecting to Xbee module on Arduino. How can I do it?

I would recommend looking at the links which YK has posted for reference. They have a good reference to getting the CC2531 USB dongle setup to be used for Zigbee.

EDIT: I just want to verify as well, are you using a CC-DEBUGGER in order to be able to program the CC2531EMK? The USB dongle does not have a debugger on-board and requires an external debugger. A recommendation is to use one of our launchpads, for example, the LAUNCHXL-CC26X2R1 or LAUNCHXL-CC1352R1.
