Yes, you can perform an OAD on the CC2650. See the "Over the Air Download" section of the BLE-Stack User’s Guide included with your installer.

So,after performing this OAD,can 6lowpan firmware be upgraded. the user guide explains about ble firmware very well.But i am working on 6lowpan ,so i need to update 6lowpan firmware using this ble firmware.
Also,can ble and 6lowpan modes be used at the same time on cc2650sensor tag kit?

No, there’s not enough RAM/Flash to run ble and 6lowpan modes at the same time on cc2650sensor tag kit.
