CC2530: Driving current into a digital pin of the device while VCC is 0V

My customer had asked us the following quastion :

We would like to know what is the maximum current we can drive into a digital pin of the device , when VCC is 0V, without causing any damage .

What is the use case here? If VCC is 0 V the state of the pin is undefined and I'm therefore unsure if it should flow a current at all.

I think if the voltage higher than 3.6V, it will damage the chip. No voltage, no current.

Applying more than 0.3 V on any IO when VCC = 0 V will violate the maximum ratings stated in the datasheet.
