I knew the chip of CC2652 can use the programmer of XDS110.

What's programmer can I use to flash firmware for CC2538?

XDS110 can programe CC2538 too and you can also use XDS100v3.

Could I know whether I can use the XDS100v3 to flash the firmware on the chip of CC2652?

I tried connecting XDS100v3 with CC2652 but it seems doesn't work.
