Coordinator change PANID after reset,why?

Hi,

    i have some trouble in my system.when i turn on or reset my ZC after ZR,i can see my ZC's PANID had been changed(it increment 1 the panid).why?i had defind NV_RESTORE in ZC and ZR.

   ZC:03 08 04 FF FF FF FF 07

  ZR:00 80 D1 09 01 43 6B FF 8F 00 00 00 22 8C 00 AC 23 01 00 4B 12 00 FF FF FF 00 (just after 2474 us)

  i copy form Packet Sniffer,why my ZC  can't rejoin the old network ?but my ZC can rejoin the old PANID in pass.

    i find out the solution.my ZC can rejoin the old PANID in pass ,because STARTING_SCAN_DURATION(in NLMEDE.h) is the same as ZR.but i want to know why ZC can't rejoin when STARTING_SCAN_DURATION is different form ZR. STARTING_SCAN_DURATION establishes the different value, causes them not to be able the synchronization?  so ZC can's rejoin de old PANID?
