Is CC2538 can support zigbee 3..0 OTa server coordinator without external flash?

I meant if 2538 coordinator witout ext fash can update other zigbee devices with ext flash

On-chip OTA for Z-Stack 3.0.2 CC2538 ZR/ZED clients is supported, please refer to Section 2.4.7.1 of the OTA Upgrade User's Guide for more information.
