Do you know a current sensor which can measure 1 mA- 30 mA range currents????....Now I'm using ACS712. But this IC  cannot measure small current values.

You can check if MAX472 can be used for your current measurement.

The current draw from cc2650 are in 5mA- 10 mA range right???

I think 5mA- 10 mA might not be enough for measuring current draw from cc2650.

Can you tell me the normal current draw from cc2650 When its working ???

In INA169 the current sensing range is 3.5 mA - 35 mA range. Is my selection is wrong for this application ??

It should be enough if the current sensing range is 3.5 mA - 35 mA range.
