I don't think the link is broken. It looks like it is copying wrong. Should be this -

It is opening for me so I'm not sure what the issue is on your end. To get to the page, you can go to dev.ti.com, click on Resource Explorer, open the "Development Tools" folder, open the "Kits and Boards" folder, and then select "CC1352P-2 LaunchPad".
