CC2530: Router / End Device Capacity == false

Hello,
we have an installation in testing with:

  • coordinator (cc2530 - ZNP interface);
  • 16 routers (cc2530 - Z-stack derived firmware);
  • 2 end devices (of a third party company) in testing.

For testing purpose we have reset the 2 end device more than one time and (in some cases) turned off all the routers.

After a while we notice that one end device can't rejoin the network. The sniffing trace suggests that the coordinator is full as we can see from the "Router/EndDevice Capacity" flag. In that moment all routers are off. But, after the reset, we are sure that the device was connected directly to the coordinator. So why it can't rejoin with a "new" network address?

Is it possible that resetting and rejoining the same device causes an increasing of the coordinator "capacity"? How can we fix this bug?
