CC2538: ZC-CC2538 can not always close the ZC-zigbee network?

What do you mean is cannot close the zigbee network successfully? Do you mean disable permit join?

disabled permit join:NLME_PermitJoiningRequest(0x00);

By default, bdb_StartCommissioning would disable permit join after 180 seconds not 120 seconds. If you intend to disable permit join 120 seconds later, you can start a timer event come 120 seconds and call ZDP_MgmtPermitJoinReq to disable permit join.

I want to achieve it: whenever I can enable permit join,and whenever I can disable pemit join. 

for example:If I had permit join 120 seconds,But wthin 120s, I can successfully disable permit join.

ZDP_MgmtPermitJoinReq would be applied to ZC and ZRs, not to ZEDs. It's ZC and ZR who have permit join capability. And yes, TcSignificance should be set to TRUE.

NLME_PermitJoiningRequest can only enable/disable permit join on ZC or ZR which calls this API on itself. ZDP_MgmtPermitJoinReq can broadcast enable/disable permit join to all of ZC and ZRs in the network.

Can you elaborate your network setup and where do you call NLME_PermitJoiningRequest when you see it fails to disable permit join?

When ZC-CC2538 enable permit join by callback(bdb_StartCommissioning(BDB_COMMISSIONING_MODE_NWK_STEERING ); //open network)

the open network time is 120s(default is 180s).And the ZED had joined the ZC network successfully.

When the permit join network time had no more than 2 minutes. ZC-CC2538 had disable permit join,by callback(NLME_PermitJoiningRequest(0x00);//close network)

Sometimes another ZED will also join successfully to ZC-CC2538.Sometimes it can not join.

I would suggest you to use sniffer to check what happens over the air.

This picture 1 is ZC enable permit join, a ZED join to ZC. short address is 0x4b2c

The picture 2 is the another ZED join the ZC within 120s permit join times,but the ZC has disabled the permit join.

I am confused by you. If the permit join is disable after 120 seconds which is expected behavior, isn't that what you want and what's your issue?

Please make sure that bdb_StartCommissioning -> bdb_nwkSteeringDeviceOnNwk -> ZDP_MgmtPermitJoinReq is given time to execute before you call ZDP_MgmtPermitJoinReq independently.
