DM814x or Am387x or C6A814x Heat sink and fan needed?

In general,  upto what W do we not need the heat sink and Fan?

    Sorry about this.However I am not really sure if this satisfies my customer's query. 

    Questions:

    Is a heat sink required at all for DM8148 as we claim to be < 2.5W?

    If so what are the receommended specs of the heat sink?

    Is a fan needed?

    This is what I got back from designer:

    "Whether or not a heat sink or fan is needed is based on yours system. System level modeling should be used to determine if the device will operate under the specified operating temperature without the heat sink/fan. In general, for a Jedec type 2S2P board, heat sink may not be needed for up to 3W. However, we strongly recommend customers confirm this with a system level thermal model.   Customer should use system level thermal model to confirm if they need forced convection (air flow) on top of the heat sink. Board size, Cu thickness, placement of other components on board, location of processor on board, ambient temp etc all play a role whether forced air would be needed or not."
