Hello-
For safety reason and meeting HiPot testing, is it typical that local electronics in the PSE (having nothing to do with PSE function) are isolated from the PSE controller and load? Our PSE and PD have metal chassis and we will be delivering about 13W to a single port. Thanks and Best Regards,

You can refer to the IEEE POE standard for isolation guidelines/requirements (section 33.4.1).

I need a yes or no answer to this straight forward question. Pointing me at a large standards document is not helpful.
The question(s) of isolation and safety are by no means "straight forward" and require detailed knowlege of the standards (IEC 60950-1:2001 for example) applicable to the equipment being designed. There is no simple yes or no answer, but if you are in doubt then spend the extra time and money to include the isolation circuitry.
By the way, section 33.4.1 in the referenced IEEE POE standard is barely over one page in length.
