C5409A Bad Target Silicon Revision Number

Using TMS320VC5409APGE-160 Silicon B. Power supply: I/O=3.3V, Core=1.6V. External oscilator 8MHz (CLKMD=PLLx1,external osc) at power on I see CLKOUT=CLKIN/4.
CCS3.3+XDS510-USB Emulator(SpectrumDigital). CCS setup with "C5409A XDS510 Emulator". When trying to start CCS I see the following message:

Can't Initialize Target CPU:
Error 0x80000240/-1073
Fatal Error during: Initialization, OCS,
Bad Target Silicon Revision Number
Please check your multi-processor configuration.
The number of devices in the JTAG scan path
must be correct for the silicon revision to be read.
Or, you may have selected the wrong DSP device driver.

When I use "xdsprobe -g -c100 -f brddat/ccbdr0.dat -v" I see that "..scan path is too long..." , however the path is no longer than 3 inchs.

What to do?
