I see leakage current specs for IN pin in datasheet. Does it mean the current required to drive the IN pin too?

The TS5A3166 IN pin is the digital control logic pin which determines weather or not the signal path is conducting (low impedance) or Hi-Z.
This IN pin is basically connected to an inverter inside the IC.
The digital control input leakage spec states that if the IN pin is supplied with 5.5V or 0V <+/-20nA of current will flow in or out of the pin. Another way you can interpret this spec is that is it is a high impedance buffer and you won't necessarily need a strong driver to toggle the pin.
