That looks fine. So the Peripheral is enabled for clocking. The next thing to check the value of HIBCTL register.

Also where exactly does the function loop?

Sorry for delay response. My HIBCTL register is 0. My code get stuck at HibernateEnableExpClk(SysCtlClockGet()). I can see in driverlib that HibernateEnableExpClk call waits for assertion of HIB_CTL_WRC. Kindly tell me why HIB_CTL_WRC doesn't set?

Then first thing to check is if the external 32K oscillator is working fine. Connect it to a Scope and see if it is oscillating with 32K frequency and all solder points on the board are well done

If you have the pin XOSC0 brought out on a Test Point on the board then you can attempt to use a function generator to run a 32KHz single ended clock using the OSCBYP bit function. This will help in developing the Software in case a new spin of the board is required.
