Before we throw in the towel, I'm looking at the
CD74HC4511
specifications and see that maybe you might not be meeting the VIH specification for 5v. Perhaps when the MSP-FET is connected, and depending on how you have it configured, it may be helping...

The output resistance is not guaranteed (there is only a specified maximum, but not a minimum). But with a large enough safety factor, this is perfectly fine. The CD4000 family is really designed for higher supply voltages. It might be a better idea...
