CDCEL913 in PLL bypass mode may be an option. Although the crystal reference spec is 8 MHz, I believe 7.68 MHz should work fine.

Hi Richard,
You're correct - it seems like this table is representative of the CDCEL913 in this regard. I will check with design to see if operating this device in this manner would cause damage to the ESD structure on the device.

But the bit viewer just displays Reg0-Reg14 register values for "Generic Registers",lost Reg15. The same of "PLL1 Registers" lost Reg31
