The INA170 allows this. But it would be cheaper to use a plain difference amplifier like the INA500 or INA132. (All of them have a single reference input.)
This circuit is a difference amplifer. It will work.
Please note that difference amplifiers are sensitive to resistor tolerances. I'd recommend a difference amplifier with integrated, matched resistors, e.g., INA500.
