The VSS of the LM2904 is connected to the MOS. If it's turned on, the supply voltage of LM2904 is 17 series cell voltage applied to the op amp.

The circuit shown changes every time. In the last schematic, the LM2904 was used which is a slow op amp and the capacitors are bigger. Perhaps the lack of capacitors in the first schematic is letting too much AC noise getting through.

yes i did tuned and figured it out...
also you have a 2 mistake in your schematic :
1) the resistor "R10" needs to be 33.2K and not 33.2R !
2) the resistor "R19" should be removed because the "LM2904" is an op-amp and not a comparator…
