after reading many datasheets of 431 famility finally added a cap from pass FET to ground to solve this problem. actually this can also be solved by putting a cap at reference divider to ground.

The closest alternative would be the TLVH431 series which has a rating of 18V vs 30V on LMV431. Hope this works.

Vref < 1.24V -> Vka = Vcc
Vref = 1.4V -> Vka = 1.24V
