What is the proper way to calculate power dissipation of the OPA130 (or the dual amplifier OPA2130 - I figure it's whatever the OPA130 method is and multiplied by two)?

For a wider operating temperature range an alternative would be the OPA2130 which ranges from -40C - 125C and meets your specifications.
