  The TXS0108E converts between logic signals at two different voltages. The SN65C3238 converts between logic signals and RS-232 signals. For logic signals, 0 = GND, 1 = V CC . For RS-232, 0 = +3 to +15 V, 1 = −15 to −3 V.
