There is no spec for the ramp up / ramp down rates of the Vcc supply pin.
The input signals must have a transition rate of 10ns/V as per the recommended operating conditions of the datasheet.

The best option that we have available that supports hot insertion is the SN74LVCZ244A.
This device is 8 channels, but unfortunately we don't have a specific device for SPI.
