can the THS4501 when operated from Vs+ - Vs- = 3V get Vocm of 700mV
in the simulation its looks like it can get bias down to 850mV but no less.

I used imported model for the THS4541 and also THS4501 in LTspice and didn't meet any problems.I didn't try the THS4551 but I assume it is the same.
THS4501 does not have a PD pin so you have one less pin to worry about. Here is the updated schematics. I think this should work for you.
