I simulate the current sensing circuit by TINA. When the signal is inverting input, I can see a 90 degree phase shift in IN+ and IN-. Why?

the TL081 is no rail-to-rail OPAmp and you violate the common mode input voltage range. Also, the supply voltage is too low and you have set incorrect input capacitances.
After correcting these mistakes you will get this:
