the TL3116 was good but the dual supply is a bit low. in our system we have a dual supply between +- 7V to +-14V in this we must add a voltage regulator. is there any other part with the range as that one?

Actually, I think the TL3116 will have the same problem with the Vcc+ to GND voltage difference limit.
Can they operate at +5V? Do they need the full output swing?
Can you share the application or requirements?
There are several 10 V, high-speed comparators , but none have the output you want. (The TL3116's outputs are too weak; the LM306's output can sink enough current, but cannot source it.)
It would be possible to combine one of those comparators…
