There are opamps optimized for low supply voltages, e.g., TLV9001. But as a comparator, an actual comparator like the LM393LV/TL391LV/TL331LV would work better.

Alternative comparator TL331LV-Q1 is rail to rail input. It is a different pinout which shouldn't be a problem if the layout isn't set yet.
