Because power supply is 5V, I suggest LM358LV or TLV9002 as the low cost solutions. To support more supply voltages, I suggest TLV9302 or TLV2170. The OPA2990 should also work well.

The LM258 input bias current is about 20nA so the input will be pulled high. At most temperatures, LM258 bias current is greater than TVS diode leakage so input will be high.
