TLV2171 is sort of rail to rail input. The upper end does work although the performance is degraded. Like Kai said, it has more to do with the devices age than input range.

Are you sure the first amp is working well? For a robust design, the input pin voltages should be greater than 4V. I'm not sure you have that now.
