I assume from the parts chosen that they need a high supply voltage. The parts you recommended would work and probably won't have the same type of distortion as the LM2904. You could also look at the TLV4170 or TLV4172.

Yes; pin 11 is ground for application. Vref can be also be ground, because VOUT = (IN+ - IN-) *1 + Vref.
Note that VOUT may not go lower than 0.7V due to the current demand of the feedback resistors. This would not happen on a different amplifier…

There's no reason that I can think of why the TLV2464 would not work when connected as an instrumentation amplifier. I suggested the TLV4170 as an alternate due to price and it's on a newer process.
