Can we directly apply input signal to IN+ and IN- pins without series resistor? Or how much should be the current limiting resistor value…

Alternative comparator TL331LV-Q1 is rail to rail input. It is a different pinout which shouldn't be a problem if the layout isn't set yet.
TLV9020-Q1 is available in in same pinout.
