For a 12 V supply, V INH is specified as 5 V. So for a 9 V supply, 3.3 V is not enough.
Use a switch with 1.8-V control inputs like the TMUX6219/TMUX7219.

We do not have anything exactly like the TS5A3166 at 15V, however, we have some 2:1 muxes that can be used instead (just do not use one of the inputs). I would recommend the TMUX6219 for similar performance in this case.
