I do not generally support applications with output current that low. You could use a 2 or 3 A rated device but that is overkill.
For the -3.5 V output Webench suggests LM27761 or LMZ34002.

Most any of our power controllers with dual output capability will provide the control. See attached document starting at page 50 with the dual output controllers on page 53 and 54 and choose what features you want.
