Both of these two devices shutdown current is 1uA maximum. TLV61046A main switch leakage current is negligible.
Please choost TLV61046A which has higher efficiency and smaller size.

I would suggest TLV61046A + a discrete charge pump (two schottky and a capacitor) to generate +-9V. the TLV61046A is simple and low cost for such an application.
