TLC 274 Pinout Question

I have a rotation sensor from a 1999 Solectria Force electric car that uses optical sensors to detect silver and black segments on a spinning disk.  My question is about a TLC 274 Quad Op Amp on the board thqt appears to not be working correctly (with a supply of 6V the output will only go up to about 2.4V.)  Standard pinout for the TLC274 has outputs on pins 1, 7, 8, and 14, but looking at the board it makes no sense whatsoever unless the outputs were on pins 2, 6, 9, and 13.  Were any made with nonstandard pinouts?  Is there a source for these or a replacement anywhere to be had?

    It seems doubtful that such a version of the TLC274 was ever made. It is more likely that you are misinterpreting the circuit or layout. From personal experience, I know it can be devilishly tricky to trace a circuit layout without a circuit diagram and knowledge of how the circuit should be working. I suggest that you take a fresh look at it with an assumption that the pinout is standard.
