Generally speaking - no, it cannot. The input to the AMC1301 has to be referenced to GND1, you can do that with either AINn as shown above or AINp. The reason is to ensure the analog input stays within the common mode range of VIN. If you have a case where the current being sensed is directly referenced to GND1, you could potentially remove the short shown in the picture above, but that is not the usual situation.
