Is this the value of sink current under the following conditions?

Yes, the specified test conditions are the test conditions. As mentioned at the top of the table, this is for 5 V supply at 25 °C.

Figure 3-2 of the Application Design Guidelines for LM324 and LM358 Devices shows typical values for other supplies and temperatures:
