Is your question related with TPS65510 or TPS65552? From the schematic, I think it's TPS65552.

Hello,

If you follow typical application circuit, will you still see this issue? And how many boards did you test? Were all of them with pin2 short to ground?

Since this device is not available on ti.com now (TPS65552), it has not much support collateral. Sorry for inconvenience.
