The datasheet description that "IIN+, IIN-, input bias current 10μA".
I would like to know whether 10uA refers to I1+I2 in the picture?

As Clemens noted, the 10µA is the current into each pin for IN+ and IN-. From your image above, you would not have both I1 and I2, since you would only have either the high side or low side shunt resistor, not both at the same time.
