I want to check with you whether we could replace MAX40100 by using TLV9001IDPWR in the following schematic as voltage follower?

    The MAX40100 is a high-precision opamp with a 10 µV offset; the TLV9001 is a cost-optimized opamp with a 1600 µV offset.

    In this case, the accuracy of the resistor divider is much lower, so it looks as if the TLV9001 would be good enough.

    The closest in performance to MAX40100 would be OPA391 (or OPA396) but if you may tolerate +/-1.6mV offset TLV9001 would also be a good choice. 

    Having said that, considering you attempt to drive a very large capacitive load (10uF+47uF), in order to assure stable operation the dual feedback configuration will most likely require significantly higher series output resistor than what appears to be 22 ohm (it's very difficult to read component values).  If you need help analyzing stability of the circuit, please provide a legible schematic.
