I would like to check does it mean the if IN = 0, but EN = high, the pin may source up to 9mA current?

Hi Roy,

Yes that is true, 9mA is the max current which can flow from the output pin when the input current is zero and the device is enabled.

So when there is input current, does this 9 mA still cause an offset at the output?
Or is it only a special case that occurs when the input current is zero?

Don,

Yes that is the max offest current which can be present at any set output current value.
