What caould be the reason for INA332,to dot working as R2R output,withVcc= 3.3V? 

The maximum ouput voltage at pin#6,is no more than 2.6V?

    Although the output of the INA332 is rail-to-rail, the input is not.  Therefore the output swing is only valid if the input voltages are in the correct ranges, otherwise the internal stages saturate preventing the output from reaching the maximum value.  With a +5V supply, the input common-mode range is: 0.55V - 3.8V, so the max input common-mode voltage is 1.2V below the positive supply.  Therefore we can assume that the maximum input common-mode voltage with a +3.3V supply is 3.3V - 1.2V = 2.1V.

    Take a look at the simulations below.  The first example replicates your system where you try to drive a large input signal to get a large output voltage with minimal gain in the INA. 

    Here is an example where the input common-mode range is within limit and the gain of the output stage is used to achieve the maximum output voltage.
