3,4 is without amp, and 1,2 is with amp.

I wonder before amp, the divider values are same, but after combining amp, why is the ouput of fig1 and 2 different?

if the input values are same such as 676.7mV, I think the amplifier values should be 676.7mV.

however fig 1 is 590.2mV and fig 2 is 523.3mV. can you tell me the reason?

    These configurations are not quite the same. You are not considering the effect of the 2 100kOhm resistors on the divider (see figure below). Moving your ground point changes the resistance in your voltage divider. It also changes your input paths to ground, which is going to impact the voltage you see due to input bias currents.
