TLV8802: Negative Common Mode

Can the TLV8802 input common mode voltage extend slightly (100 mV) below the low voltage rail? The data sheet limits the VCM from 0 - 4.1V so I suspect the answer is no.  But wanted to confirm.

If not, can you suggest another low cost, nano power amp that can extend below the negative rail?
