Those dashes indicate the date-code for the device in binary. The format is:

* * * * (Year)

12C

* * * * (Month)

where each star is a position for a dash. A dash indicates a 1, blank is 0.

Using the device you have shown in the top image:

1 0 0 0 --> 8 in binary, indicating 2018.

12C

0 0 1 1 --> 3 in binary, indicating March.

Similarly for the bottom image, the date-code would be 2017, June.
