LM111QML: No supply with signal in input +/-

Good day.

i would like to confirm whether there will be an issue if a customer puts an input signal (approximately 4V) when both supplies are at approximately 0V (ground). He is seeing an ouput of 1.5V during this condition. Our customer wants to know whether there is a risk in this condition.

    As shown in the datasheet, the abs max limit for the inputs is independent of the supply voltage, so there should be no problem with a 4 V supply on the inputs when the part is powered down.

    The output is open collector, so it should be pulled up to some supply voltage.   This can be either Vcc or a separate supply.   With no Vcc, the part is not operating and there is nothing to pull down the output.   So, the output should be high and the voltage based on the pull up circuit.
