Noise may be the most significant parameter here for a PLL active filter, but depending on what the frequency of the loop is and how much gain the amp is configured to, GBW could be just as critical.

OPA211 may be the overall closest replacement. Versus LT1028 it is basically par with Vos, drift, and noise. It is rail-rail output (another pluse for PLL active filter) and has a better slew rate, lower Iq, and lower 1/f corner for input current noise, but twice the input bias current (50nA vs. 25nA) and less GBW. It is also a pin-to-pin replacement in the 8-pin SON package.
