Can the datasheet conditions of <200uA be drawn externally through the PLIMIT resistor? The datasheet recommends 100k ohm resistors, but can 40k ohm range be used as long as the external current is below 200uA?

GVDD power is generated by internal LDO. You can see detail block diagram on part 7.2. So you only need to add decoupling caps on GVDD pin.
<200uA is typical value even you use 100k or 40k resistor on GVDD external circuit.
