when need the tlv320aic3106 decoding a MP3 ,How long will the MCU to send data to the tlv320aic3106 at a time? date size onetime?

There is no MP3 decoding on the AIC3106. Your processor will need to decode the MP3, and provide I2S digital audio to the TLV320AIC3106.
