CDCEL9XXPROGEVM: Using the ClockPro Software

I just purchased the CDCEL9XXPROGEVM in order to program a CDCEL913, and I'm having a lot of trouble using the ClockPro software. The user interface is not intuitive at all, and the extremely limited documentation is not very helpful. I THOUGHT that I had successfully programmed a device and subsequently soldered it to my PCB, only to find that the IC had retained all of it's default configuration settings.

First things first, should the "Connection" LED on the GUI be green when using the programmer? The documentation says that it should be green when an EVM is connected and black when working in "Local Mode"...I am connected to the programmer via the included USB cable and the power LED's on the programmer are illuminated, but the Connection LED remains black no matter what I do. I am using version 1.2.1 of the ClockPro software, is this version compatible with Windows 10 Pro?

Second, I have the programmer jumpers set in the following manner:

J2: Pins 1 & 2

J3: Pins 2 & 3

J4: Pins 2 & 3

J5: Pins 1 & 2 (the documentation says to ignore the incorrect silkscreen)

All I am trying to do at this point is take a 12 MHz input clock and generate two 48 MHz outputs; this seems like a very simple task, so I'm not sure why I am having so much trouble.
